. in a hearing of the senate armed services committee last month, i asked secretary of defense leon panetta and chairman of the joint chiefs of staff, martin dempsey, whether they agreed with a proposal reportedly developed by former secretary of state hillary clinton and former c.i.a. director david petraeus last summer to have the united states arm and train members of the syrian opposition. i was very pleased to hear both secretary panetta and chairman dempsey state that they supported this proposal which unfortunately was refused by the white house. what this means is that the president overruled the senior leaders of his own national security team who were in unanimous agreement that america needs to take greater action to change the military balance of power in syria. beyond providing arms to the opposition, we have other capabilities at our disposal that could make a decisive difference on the ground and save lives. i'll just give you two examples. nato has deployed patriot missiles batteries in turkey that are capable of shooting down syrian aircraft as far south as illepo. we could

the department of defense's ability to procure biofuels by $60 million is a step in the wrong direction. biofuels are an american industry, growing energy right here in our own backyard, energy at home, made in america. in my own state, the los alamos national lab is growing the next generation of algae feed stocks for future biofuels. so we're doing some great research in this area of biofuels. we also have a bio refinery facilities operated by saffire energy near columbus, new mexico. this facility is up and running and can produce 1.5 million gallons per year of fuel. that's fuel derived from these advanced generation algae. this story is not unique to new mexico. texas, california, missouri and iowa lead the united states with the number of biorefineries per state. this amendment limits opportunities for bioenergy companies across the united states. biofuels are a significant source of energy for the department of defense. we should provide as many opportunities as possible to grow this industry. we should maximize the long-term economic and national security benefits of u.s. biofuels. and it

saw a handful of republicans on chat shows saying, oh, we'll get the vapors and faint if any defense spending increases are not carried out. what he missed was they were recycling the same four or five republican politicians, and in point of fact that's not where the, certainly not where the country is, it's not where the modern republican party is, it's not where the republicans in the house and the senate are. there's some guys on spending committees who'd like to spend money, that's understandable. but at the end of the day, we should probably figure out how to give the pentagon more flexibility, but they need to save the same amount of dollars promised in the sequester as the rest of the government does. and so the president misjudged believing that republicans would panic during the negotiations on fiscal cliff. he kept waiting for the republicans to put the sequester on the table in order to give it away. and that never happened. the republicans, let's delay the sequester two months, and president obama thought the republicans were retreating. oh, good, i'm going to get my tax
